It argues that formalization does not only aim to regulate artisanal mining, but also constitutes a tool for selecting actors deemed legitimate to exploit the mine. Based on ethnographic research conducted between 2019 and 2025, it shows that in Jerada, the creation of cooperatives following the social mobilizations of 2017–2018 made it possible to channel coal mining activity by entrusting it to a limited number of recognized structures. These cooperatives include only a minority of miners, often operate under the influence of local intermediaries, and have neither improved safety nor stabilized incomes. In Midelt, miners have been exploiting former lead and vanadinite galleries since the 1990s, but their requests for recognition face inactive industrial permits and the absence of an appropriate legal framework, keeping them in an activity that is tolerated but legally precarious. The presentation thus shows that formalization restructures informality rather than eliminating it, while also facilitating the entry of new private operators into post-mining territories.

Speakers:

Mohammed Benidir is an associate professor with habilitation in sociology at the National Institute of Urban Planning and Development (INAU) in Rabat and co-director of the International Joint Laboratory PRISMM (Interdisciplinary Research Partnership on Mining Socio-Ecosystems in Morocco).
